Hiring freeze
- Units, refer to Hiring and Pay Action Freeze Information for operational details and guidance.
- The hiring freeze affects all positions: faculty, staff, officers of administration, graduate employee, student employees, and temporary hires (including agency temps) for which a verbal/informal or written offer was not extended by May 14, 2026.
- Units may submit requests for exception.
- Reappointments of current employees to the same role are not affected by the freeze.

Pay action freeze
- Units, refer to Hiring and Pay Action Freeze Information for operational details and guidance.
- The pay action freeze applies to pay actions such as stipends, overload payments, retention increases, expansions of duties, reclassifications/exclusions, work out of class, and special merit increases.
- The pay action freeze does not apply to the planned September 2026 merit increases for faculty and OAs and across-the-board increases for career faculty.
- Delegated stipend approval authority in schools, colleges, and VP areas is suspended until the pay action freeze has ended.
- Units may submit requests for exception.
